    The Planning Department reviews applications for development projects including Annexations, Conditional Use, Vacation, Variance, Subdivisions, and zoning amendments. The staff then makes recommendations to City Council, the Planning and Zoning Commission or the Zoning Board of Adjustments and Appealswho have the ultimate decision making authority.   I believe that needs assessment is a priority or else you start planning things that are not needed as much as something else.
